Waystone reset quest prevents my personal quest

none of my personal quest will load if the waystone isn’t restored, i don’t know if this is intended or not, but asking me to spend 5+ minutes at the waystone is just asking for me to get killed and i already have it hard enough as a solo player. waystone quest shouldn’t completely override and supersede my personals.
