Option to disable low hp blood effect on screen

Can we add an accessibility setting to toggle the low health blood halo on the screen?

YES. Please add this is TERRIBLE for people with bad eyes to have this on the screen!
Please give an option to toggle it off!!!

Blood damage overlay is the worst thing to come out of gaming,…..it’s intention to notify the player their health is low is overshadowed by how UGLY it is, if its heavily raining in game there is almost no visibility, unless you turn hud off… please let this be a toggle,…… blood overlays are so 2000
