Chat System Update

Essentially there just needs to be an overhaul on the chat function both on official servers as well as what is configurable on the server-side.

Remove global chat from official servers. That's just #1 most important. It's toxic. It's full of racism, misogyny, transphobia, horrible inflammatory language, etc. It's a toxic dump of the worst of humanity and it turns people away from the community. You want long-term players? Remove the disgusting horrible chat.

With removing global, make local chat visible to both diets vs just having it be visible to your same diet. Moderators on community servers are able to see both and communicate via both already so this is definitely possible.

Basically just transform the chat on official to being location-based. That way people can still talk but it's easier to report players for how they're behaving because the report function would grab their AGID by being in the vicinity.

Allow community servers to adjust the range on local chat.
