Switching the server for Russia to another domain

Players from Russia have problems connecting to European servers. Many people play in North America.
But there are community servers (pvp servers) that operate with low ping, having a European domain. The names of these servers:
-Wildfangs PVP
-443 PvP
Is it possible to switch the official Russian server to the domain of these servers?
