Stop increasing discord slow mode

I'm not sure if discord-related suggestions allowed, but all of the chat channels on the official PoT server have unreasonably long slowmode timers. Nobody wants to chat in 2+ minute intervals, at most slowmode should be 30 seconds.

MoontatoSlowmode is probably not a negotiable subject. The slowmode is reflective to how many moderators are active, which means that if only one moderator is available, the slow mode is going to be lengthier to ensure foul-play doesn't get unnoticed because chat is moving faster than one set of eyes can handle.
