Rework the Discord Off Topic Rule

Right now the way the Off Topic rule feels very individualistic instead of community oriented, we're told we can't talk about bad experiences we have had, we're told to go suggest things instead of discussing them for fun, we're told we can't talk about announcements regarding cheaters or ddosers, we're told we can't talk about the dev team and their development or hiring process, we're told so much that just straight up drives us to go to other servers to have Path of Titans discussions.

I was told today to limit my conversations to in game topics and I don't want to just talk about stuff that is in the game, I want to talk about the community, I want to talk about content creation, I want to talk about the devs wanting to hire people because telling us to not talk about that just divides the community and also makes it even harder for people to connect to others using the official discord.

Stop being so strict about the rule, as its just anti community. Attached is more thoughts
