allow off topic chatter in backer-chat

Backer-chat is much more lax than the general chat is. Currently off topic chatter is not allowed however when it does manage to happen it’s generally not a bad experience for the chatters in backer. It allows us to bond over things or talk about certain topics like gaming specs, how our day was, etc. of course I don’t think it should get to the point of hate or being political, or about how other games are ‘better’, etc.
I think that Backer-chat would be a better choice in being able to go somewhat off topic. It is much easier to moderate after all.
