Please Add More Clarity On BugTracker Elligibility

I know that there's guidelines on how best to report a bug and have bugtracker elligibility. However, whenever we don't receive a bug tracker despite doing everything that we can to maximize elligibility, it leaves us with a lot of questions as to if there's something we could've done more or if there's something that we left out that prevented us from acquiring a bt skin. Would it be possible to receive responses that clarifies if we've provided the maximum amount of info needed for a bt skin, or what we specifically need to do better next time to have a higher chance of receiving one?
