Global Mute vs Server Mute

Essentially allow there to be a difference between Global Mute and Server Mute. Right now, when a player is server muted, they can't talk in any chats. We'd like to be able to bar people from talking in Global but still allow them to talk in their group chats. Basically if you can't say something nice in global then you lose that privilege etc.
