Ability to Disable Water Replenish Quests

As the title states! For our server personally, while we allow Quests, we would like to remove the ability to replenish water quests! We have a weather/season system in place to have different water quality drain etc during different seasons and water replenish quests make it challenging to, for example, keep Dry season... Dry.

This may be a useful tool overall for some servers that just do not prefer it (and to help crater pond from being replenished as hotspotting in some servers!)
