Configure quest growth per dino species.

Right now there is a GrowthPerSecond config option to alter the amount of passive growth a particular dino gets allowing servers to adjust how long each dino can take to grow.

However, there is no such mechanic if a server does not have passive growth on. I think it would be a great addition to have an additional option to adjust the growth given by quests for each dino as well. That way servers without passive growth can still have some control over the growth rate of dinos relative to one another.
