Simple: Allow community servers to enable/disable the ability to toggle nametags in a Replay

This feature would primarily benefit servers that take player reports from the community and value the privacy/anonymity of reports from our players to reduce the chance/likelihood of targeting, witch hunts, etc.

Possibly, instead, it could just give information of "Nearby player IDs" instead or just no identifying information period.
