Cerato having paddle back

Cerato having paddle allowed for a much
better range in its playability and style
but had very little effect on pvp
balancing. In my eyes there's no reason
it shouldn't get paddle back as it not only
fits the "Badger" role cerato was set to
play (as badgers are great swimmers)
but it also adds back a fun element to
the recently kind of bland build the Cera
was given. Adding paddle back can also
open up some new potential abilities to
further the diversity in cerato builds like
the old days but more in line with the
recent combat updates.
