Make gender/subspecies swapping optional for Community servers.

I have noticed that a certain genre of Realism servers (incredibly popular in the game, a huge population of players literally only play the game for these servers) have a massive issue with players being able to swap genders/subspecies at will.
I feel that, given how strongly people feel about it that it should be something that should either be possible to DISABLE, or at the very least to be able to CHANGE THE PROGRESS LOSS UPON SWITCH.
A lot of servers don't want this change and we should be able to choose if we want it on our servers or not.
