Home Cave debuff options

When people hang around home caves too long a really annoying debuff is applied to your character. This is to prevent HC camping. However this is not a prevalent issue on community servers so it would be really nice if server owners could adjust the size of that debuff radius or turn it off completely without removing homecaves
