Allow semi aquatics to do ocean quests

The ocean is a pretty lonely place at the moment, more Dinos such as Sarco, Spino, sucho, etc. would greatly populate them if they are allowed to do quests there. This would also promote friends to use whatever aquatic they want if one of them plays Kai to quest and explore the ocean together.
