Increase Branch Replenish Rate

Increase the rate at which Branches respawn in some areas, either that or reduce branches required for group quests. Myself and pretty much everyone I've grouped with have not bothered with branch quests unless it's a fresh server where they're all spanwned in, and even then, we only do it the once then don't bother with it again.
