Adjust All Speeds to Be Slower

I have noticed with extremely fast dinosaurs that they tend to teleport around like the server can't properly register where they are. So, as a result you get all of these adjustments that make it look like the dinosaur is teleporting on someone's screen. This makes it very hard to give chase or even get a registered hit on smaller faster dinosaurs. This is all my speculation, but making the max speed slower on the highest speed dinos and retuning the rest of the dinosaur speeds based on that would might fix the issue of hit registration.
