Allow players to refresh personal quests

I don't know if this was a temporary thing but players should always be able to refresh their personal quests. It costs marks so what exactly is the problem? If a player gets a kill quest, there's a chance they might not want to do that because they could lose a lot of marks. They shouldn't be forced to do that. It really takes the fun out of questing if you have no freedom to choose.

With them removing the timer on fishing quests, And adding Kill herbivore quests for Carnivore players, this feature needs to come back more than ever. Fishing isnt necessarily the easiest sometimes (At least for me) and starting fights is a risk you shouldnt be forced to take, especially when losing a fight costs growth progress.
